The NYC Overlay of the 2026 Enterprise Green Communities Criteria is open for public comment through December 12.
We’ve built off the national 2026 Enterprise Green Communities Criteria - the new best-in-class standard for green affordable housing that will launch next year – to respond to the needs and priorities of developers and project teams in New York. And that’s why we need to hear from you!
5.2b Building Performance Standard: Seeking project data!
We heard from you that grounding the building performance standard for rehab projects in NYC on a % performance improvement from pre-retrofit to post-retrofit would align with existing New York programs.
To understand how this approach meets the national rehab standard for the Criteria, we’re looking to you for help:
Show us how NYC retrofits are performing by sharing performance documentation of projects modeled using existing conditions and ASHRAE 90.1 baselines.

Expanded optional criteria to include more right-sized pathways for NYC projects to go above and beyond
